Question on validity of date on Re-Entry permit

Hi,

My parent left USA on October 13 , 2018.
Re-Entry permit is valid until October 28, 2020
Should the return be before October 13 or can parent return to USA by October 28.

If the parent return after October 12 , then stay outside USA be more than 2 years.

They should be able to return by October 28. Technically speaking, they should be able to return anytime during the validity period of their Green card. Reentry permit only serves to show intention to preserve residency and avoid being sent to the immigration court for revocation.
