Question on applied for PR card in the meantime need a visa

so a friend of mine has applied for his wife's PR card they both live in the US the wife now wants to travel to canada.

A) Does she has to disclose that their is a pending PR application
B) Would it effect her visa chances?

She wants to attend a seminar in canada
