Question if a Russian can attend high school and/or college in the US

Our daughters are adopted from Russia and are doing very well. They have a friend who will be done with high school in Russia in about two years.

We have the financial means to bring her to the US and finish her high school education and then pay for a college education for her. Is there any way to do this? I understand she may have to finish high school first to be able to come as a graduate who is also an adult. I also understand that this can be a long process so that is why we are looking into it now for her.

Is this possible? What is the process? Can someone point me in the right direction please?
