Question about filing I-130 for parents

The INS web site instructs that we should file the
application for Mother and Father separately. I heard that we could use one I-130 form for both parents and pay one application fee. Is that true?
 
Please read the doc very carefully. It states that you need I-130 for both. And make sure you include the check for both of them.
