Proposed Passport Fee Hike

Here's an interesting article, posted today on cnn.com:

Other than possible passport fee hikes, it mentiones a possible $450 fee to renounce U.S. citizenship, a process which is currently free.

Why am I not surprised by this? Am I to believe just because they have a more secure document that it costs more to produce? Or rather 35% more to produce? I think they are just trying to recoup all that money spent on opening additional production facilities just to keep up with demand/applications. And that is their poor planning and management rather than costs related to production.

I think it's just a revenue-raising measure.
