PERM Labor Denied - What does it mean

Hi
My perm labor was denied in Chicago and the reason given is as follows:
"the application indicates that a sunday edition of the newspaper of general circulation was available for the second required advertisement but was not used. the application indicates the second advertisement did not occur within the allowable time states per 656.17(e)(1)(i) (atleast 30days but no more than 180 days from the date the application was filed. therefore the application is denied"

What does it mean and what options do i have.
my company attrny is not available and hr have no clue on this.

It seems that the 2nd advertisement in the Newspaper of general circulation was either not run at all or the alternate advertising that was run was run within 30 days of filing the LC.
