I understand there is "special handling" of PERM for higher educational institutions. Any idea how long this process takes and how likely is the approval of I-140 once PERM is approved?

PERM approval is typically 6 to 9 months but can be longer.
PERM is done by Department of Labor.
I-140 is done by USCIS. Different government departments.
it is very likely USCIS will approve your I-140 once your PERM is approved. If you select premium processing it can be done in about two weeks.
