How long does it take for parents of a naturalized US citized to get
a visa number and their green card? Is there any way they can come
to the US and wait here for their green card?

Parents of a US citizen are immediate relatives (just like children under 21 and spouses) and do not have to wait for a visa number, they can enter the US and apply for adjustment right after the I130 is approved. Processing times depend on the service center and consulate (if outside the US). More info is available in the following links:
