Packet 3--Sent by NVC or Embassy?

Does anyone know if Packet is sent directly by the NVC to the beneficiary or does the embassy forward it only after they receive information from the NVC?

Packet 3 forms are sent by foreign embassy direct to spouse upon receipt of the file from National Visa Center
