New TN Visa

I am Canadain. I was on a TN status in California, US working as a System Analyst.
I got laid off in Apr, due to COVID 19.
Today, I got a new offer for the same job from another company.
I am on the 60 day grace period staying in the US.
I would appreciate if someone could answer my questions:
Can I get a new TN by mail-in without leaving the US or should I go to a POE?
What is the best POE to go there for a new TN status?
 
You can get a new TN by mail, but it will take some time. Best to go to border. All POEs accept properly documented petitions. Focus on the petition, not the POE.

I am wondering if I can ask a question regarding my family.
They are with me on TD.
If I go to a POE and get the new TN, do they need also to come with me?
Or perhaps, when I get a new TN, their existing TD is good and there is no need for them to go POE?
 
Does anyone know how long it would take for TN application by mail (currently located in US)? Trying to avoid going to POE

and you see about 2 to 4 months for "TN NAFTA professional"

but USCIS processing times are notoriously inaccurate before COVID-19, who knows how much slower they are now.
also risk of RFE or outright denial.

premium processing requests are cancelled until further notice due to COVID-19

Better to request TN at closest POE.
