Here is the situation:
One of my friend is working as a "Programmer Analyst" - Entry Level (according to H1B Approval). Now, his employer wants to file labor for certification. The job title is "Senior Programmer Analyst" (Level 2) and requires a Masters Degree with 3 years experience. Now my friend did not have Masters Degree while he joined his Company... but for last two years he attended an online Masters Program in a good reputed US University. And last month he got his Masters degree. He does have more than 7 years experience in his field. The employer is willing to give him a raise as he got enough experience and qualification to do the senior level job.
Now my question is:
a) Can his employer file his labor certification for "Senior Programmer Analyst" based on his new masters degree?
