could a person who has conditional GC through marriage and got divorce before conditional GC expired can file LC and 140 and get another GC through employment.

Yes, but you can also file to remove conditions as well, assuming the marriage was real and not just to get a green card.
 
Why doesn't this person simply remove his/her conditions? After all, this person alrready has a GC!!!

This person is getting divorce before completing his 2 year. Infact he got GC 6 months ago. For the safe site can he apply through employment also so he doesnot worry about removing conditions alone.

Divorce doesn't matter, unless the divorce is because the marriage was entered under false pretenses.

Actually I do believe you are not allowed by law to reapply for LPR status if you already have it in some capacity. This means you may well have to formally surrender your existing conditional GC before you can start the process to get a new one through employment.

Sounds like it'd be more straight-forward to petition for removal of conditions. Should be attainable providing you can prove the marriage was genuine.
