My H1B 6th year is due June 2009, my employer had filed my LC-PERM, then I-140, will I qualify for the Premium Processing? If yes, and approved will I get H1B extention next year?

Hi

I am wondering whether am i eligible for I-140 premium processing. My condition details are:

H1B : 8th year extension due in Feb 2009
I-140: RD May 11 2007 at NSC
Transferred to TSC on April 11 2008
Still pending.

Am I eligible for I-140 PP?
Q2: I applied for EAD renewal. Conditions are as follows:
LC: Nov 2004
EB3
EAD expires: Oct 2008.
In this case am i eligible fpr 2-year EAD or 1-yeard EAD?
