As far as I've read on ilw.com, NBC only processes I 765 and - or - I 131 if submitted along with I 485 at same time. So if you have submitted one of these with your I 485, your file first goes to Chicago and gets scanned for records by officers. Then it is routed to NBC to process I 765 or I 131 or both if filed.
If I 485 is filed itself, without any accompanying files, whole process will be done at your local district office.
