National Archives? What is that?

Wife US citizen. We had our interview in Feb 09 and it went ok. The lady said we will get something in the mail in a couple of weeks. Got nothing for 3 months. Did infopass after 90 days, they said that they sent the file to the National Archives by mistake after the officer made the decision. That is why there was no response. She said she will get the file back and will contact me. What does that mean?

Do they make mistakes like this? What is National Archives?
 
The national archives is a huge repository in Missouri where permanent files get sent for storage, shipped in bulk on trucks from district offices. It sounds like your file got loaded on the truck too early or something before they were ready to close it after a decision was made.
