meaning of WAC-AA-BBB-CCCCC number

Are there special meanings to the 3 set of numbers AA, BBB, CCCCC? I thought that AA is fiscal year, BBB is the num of days into fiscal year AA...

But for 485, is it the receipt date or the notice date the WAC number is based in?

BBB is the working day of a fiscal year (start from October 1st).
BBB is usually some date in between RD and ND.

It\'s not so important anyway because INS process is not first-in-first-out. Don\'t need to care about exactly which date it is.
