may i file immigration application in the usa

I want to inquire a couple things regarding immigration.
Here are some background information about case.
I am a Chinese citizen married to a Canadian. My husband is currently working in the U.S under Tn (NAFTA). I have also just landed in the U.S with a Treaty Dependent status. I have already clear the medical exam (by a designated doctor) and have obtained a copy of police and court records in China.
and here are the questions.

Am I elgible to file immigration application in the U.S?
and if I am,
Do I have to obtain a new set of police and court records as well as to take a new medical exam in the U.S?

Yes. But first you need a sponsor. Either your employer, or a family member who is a US Citizen.

Yes. You will need new ones.
