I have been LPR since 2011 and I am now planning on filing for my spouse and kids. Do I need to file separately for them and pay the $420 for each of them all or i can filing for my spouse alone will take care of the kids too?

Since you are an LPR, you can file just one I-130 for your spouse, and if your spouse is their other parent, the kids can join as derivative beneficiaries without their own separate I-130.

But if you become a US citizen before they immigrate, they will be classified as Immediate Relatives and you'll need to file a new I-130 for each kid (but your spouse would continue with the original I-130).
