But, I don't think the Ombudsman is in a position to get that change. Perhaps we should write to all of our congressmen (congresspeople?)

Thanks for your comment. Perhaps congresspeople can help put some pressure on CIS on this matter. There is no need for legislation, but for CIS to change procedures, as far as I can see.
Here is the e-mail I sent more than two years ago (grammar could take some polishing, but I think the point made it across):
I am writing to encourage you to see that steps are taken to provide
naturalizing parents with the option of automatically obtaining
certificates of citizenship for their foreign-born permanent resident
children who automatically become citizens upon their parent/s
naturalization, but don't obtain an automatic certificate of
citizenship. According to the USCIS website on Child Citizenship act
issues it mentions that steps to streamline the process were to be
taken, however nothing has been done for a long time.

"4. Will USCIS automatically provide me with documentation of my
child's citizenship?
At the present time, USCIS is not able to automatically provide
biological parents with documentation of their child's citizenship.
USCIS will continue to implement programs that streamline processes to
more rapidly issue Certificates of Citizenship to qualifying
children."
I believe that an option on the N-400 naturalization application for
the parents should be there to provide for the issuing of a
certificate of citizenship for qualifying children. Considering that
this would be done in parallel with the parents naturalization
application the only document that should be submitted should be the
proof of the children permanent resident status, i.e. "Green Card" or
temporary passport stamp. The certificates of citizenship should be
ready at the parents oath ceremony. This would save both parents and
the USCIS work on processing a separate N-600 application for
something that happens automatically and should not be burdened by so
much additional paperwork. It would be understood that an additional
fee would be charged for this service on top of the N-400 fee. I
believe this process would save taxpayers money, new citizens
aggravation and would lower the workload of USCIS. I hope you can
pursue this initiative with USCIS. I am sure a sizable number of
parents would be grateful to see this change happen.
