Layoffs - Please Help.

Folks,

One of my friend changed job from the original H1B company A to another company B thru H1B. He still hasn't get the transfer approval.. The company B is now laying off people...
Here are the questions..
1) If in case he got layed off.. Can he transfer the H1B to a new company C with the receipt notice of the transfer for B? Or he should have to have the approval notice?
2) Is there anyway he can find out that the company A didn't not cancel his H1B?

1) one can file h1 petition regardless of other pending petition. Only thing to be required is one has to prove s/he is in status.
2) Asking company A is the best way.
