late filling the DS260 is it cause missing the DV chance

If I did not fill the DS260 until my case number be in current is that mean I missed my chance or I will not miss my chance until the end of the fiscal year.
 
It means you'll have a long time of waiting before you get scheduled for an interview. And if your CN is high, the possibility of not getting scheduled for an interview is very very high. So why wait until the CN becomes current before submitting the DS-260 form?
 
It can take 4 months or longer from submission of DS260 to interview, and as we see in someone else's case right now if you miss the normal scheduling window even if the DS260 is processed then for high numbers you may not get an interview. So if your case number is at all likely to be current from say March then yes you could miss out by waiting till its current to submit. Like mom, I am curious as to why you would do it this way. There is a reason the instructions for selectees tell you to submit as soon as possible.

I'm a winner of dv2023, my number is arround 38000.
Should i await 1 week to get passports of my childs or i have to add (other travel document) then send my ds260 and unlock it later ?

If the passport will be ready in the next one to two weeks, you might as well wait for it before submitting the DS260 form.

p.s. your CN is useless to us as written without including the region.

my CN is AF381XX
 
With CN AF381XX, waiting one or two weeks to submit the DS260 form wouldn’t hurt. The CN will most definitely not be current in 2022 judging by CN current historical data.
