One of my relatives (citizen of India) will be moving to US in about 3 months time on L1A visa but has the option of choosing from one of the following cites

1. NYC, NY
2. Santa Monica, CA
3. Seattle, WA
4. Washington DC

She has over 20 years of IT experience and her designation will be Software Development Manager. She is MCA, and managing a team of 12 persons.

My question is:-

1. Which city she should move where she can get US Green Card in minimum time?
2. What is the average processing time for that city/State for Green Card for people on L1A visa?
