K1 visa while in philippines or canada?

Hello, im a filipina presently residing in philippines.i just received an email from an canadian immigration agent that im qualified to apply for immigrant visa to canada with my parents(which only takes 6 mos-1year of processing). However, i have an american citizen bf and we have plans to get marry.and as what we have heard the K1 visa is the fastest way for us to be with each other. What do u think would be the quickest way for him to process for K1 visa while im still here in philippines or when im already there in canada as an immigrant not a canadian citizen yet? i badly need ur advice.God bless u
 
Montreal will probably be an easier consulate to deal with compared to the one in Manilla.
