K-3 or I-130 which is best?

Hello,
I just received my US citizenship. I had filed I-130 for my wife, who is in India, last year (5/03) based on my greencard. I have sent a letter to upgrade my application to Texas Service Center.
Now, what is the fastest way to bring my wife to USA?
1. Should I file a I-129F for a K-3 VISA?
2. Should I go to New Delhi and file a fresh I-130 ? I heard that they don't take I-130 any longer.

Go to delhi !!

I had a friend who applied in Feb In delhi he is a USC and his wife just came to the states (early july). He applied an I-130.It only takes few months.
And i have another friend who thought Indian Consulates suck so he thought he would be better of applying here, and he is still waiting for his wife and he says it should still take another 4-5 months. Long story short basically i know two people who went to two different routes and i suggest going to India and filing from New delhi is the best chioce. Good luck.
