J1 Waivwr visa for Indian Physical therapist

Hi,

I am Vivek Patel here from India. I am A physical therapist practicing in a hospital. I want to know am i eligible for j-1 as a bachelor of physical therapist? My F1 visa for LLU.*California rejected 3ce for fall semester,2012. Does it will impact on my further trials for USA non-immigration visas.

If I am eligible to apply for j-1, what can be the requirements for it? How can I start procedures for my application.
