J1 waiver SOR statement of reason samples

hi,
my son is doing MS from toronto and while doing IIT he went to Us for summer iternship on J1 visa and they pay him $4500.00 for his expenses please tell
1. will my son come under 2 year residency requirement
2. and how to proceed for NOC
3. He get H-1 Visa but he can not enter unless otrherwise 2 year residency is waived however he stayed in India for 14 months.
4. so tellme what is the procedure

can anybody guide that can we apply in India instead in Wasignton DC indian Embassy for J-1 visa 2 year residency requirements if anybody lives in India.
