J1 ... Help!

Hi...
Right now I'm working in US university using my OPT ... before my OPT ended I need to decide what kind of visa should I get to extend my working status in US..
I have few questions aboout J1..:

1. Is everyone that apply for J1 always get the 2 year home residency rule? are there any excuse for not getting that rule before we apply for J1 ?

2. Can I go to school again if I my J1 is not ended yet? do I need to return to my home country first because of "2 year rule" before I can go to school again (F1)?

3. If I marry someone that hold H1B visa before my J1 ended...then can I change my status directly to H4?
or when my J1 ended ...can I change my status to H4 and do I need to fulfill 2 year home residency first in order to do that?

4. Is it true that US university doesn't have H1b quota and they can apply H1b visa anytime, not only in april ??

1. Not, not everyone. Government funding usually prevents from getting the waiver. If you are planning to go No-objection route, some countries may not issue the no-objection, and if you are on a skills list http://exchanges.state.gov/education/jexchanges/participation/skills_list.pdf#search="skills list"
getting a waiver might also be tough

2. Yes, you can go to school. 2 y HRR does not prevent from getting another non-immigrant visa.

3. I believe no, you can not adjust your status to H1B which probably means you can not adjust your status to H4.

Thx for the reply....
I still have questions though for your answer for #3
Is that mean that when I marry someone that have H1B, I can't change my status from J1 to H4 (H4 is for H1b spouse)? do you mean that I should go home to fulfill 2 y HRR before change my status to H4?
