Hi, i'm an Italian J-1 visa holder and it will be valid until half of august 2013. I will probably go home in june 2013 to do my dissertation and get my MSc degree. Speaking with my supervisor he said me that he will be happy if I apply for a PhD here in the US and, of course, I'm also very excited about this. Anyway I will have to apply for an F-1 visa during summer to be able to come back for the beginning of the fall semester 2013.
Now the question is: there will be any issue if I apply for the DV lottery? Will the interviewer think that I'm just applying for an F-1 visa just to enter in the US.
I'm asking this because my first goal is to obtain PhD and not to have a green-card
Also my Phd will be at least 4 year long, can I apply for the dv lottery every year if laws doesn't change?
