Actually, NLs are sent out by REGION. And the ones that are posted from within the US of course will reach US residents first. Not all NLs are posted from the US though, right now I don't remember how it works but, all you need to know is, maybe, when to expect a letter (if you win). In your instructions to DV2008 it should say somwhere when the results will come out. It is different every year. I got mine in May 05, EU region, and I was in the US. I heard for some years early letters were received as early as April and as late as July.
