Is foreign army desertion a crime?

Hi, my question is as follows.
If a person has deserted (evaded draft) from his native country's army, will his 485 be denied?
Has anybody had this experience?
 
If it's only a draft dodging - USCIS doesn't give a rat's ass. A desertion from an active service is an exotic case, you better off asking a good attorney about it. I personally know a guy who was an officer, defected to a "likely adversary" country and then came to the US, got a Greencard and citizenship. He doesn't hide this facts but doesn't like to talk about it either...
