If someone lives and works in TSC area, but I-140 is approved in NSC, can he file I-485 to NSC??

In late Nov and Dec, lots of cases were transfered from TSC to NSC. Some have already got approved. Now we need to know if those approved cases can file I-485 to NSC instead of TSC. I think in I-485 form, it says I-485 should be filed to the center which has jurisdiction of the place where the applicant lives. But in reality, it can be filed to the center where I-140 was approved, e.g, the center which has the jurisdication of the place of employment.

The transfered cases do not fit either. You do not live in NSC area, you do not work in NSC area, but your I-140 was approved there. Can you file I-485 to NSC instead of TSC??

may be depends on workload

I think that also may depends on workload they have in TSC since how it happend to 140. Please post here if anyone have done this.
 
485 Transfer

According to the new regulation 485 has to be filed in the jurisdiction of ur residence .
It does not matter where ur I 140 was approved.
I am in the same boat.
