If I dont get H1B stamp, can I reenter on my OPT?

If I dont get my H1B stamp at Canada, can I use my valid OPT and F1 stamp to re-enter the USA?

H1 was granted as a change of status.

Your F1 might not be no longer be valid (you need proof that you are attending school). Same with OPT. You need proof that you are still undergoing practical training and not going to join your employer on H1.
