I-485 question related to country of birth

Hello,

Does the immigrant visa number for filing the I-485 depend on your country of birth or country of citizenship? I was born in Sri Lanka, although I have always been an Indian citizen. Does this imply that I can get an immigrant visa number under the Sri Lankan category?
