The date is probably a mistake and most definitely meaningless as we know there are many, many filers with RD's prior to 06/01/03 who are still waiting to be processed.
Given that the VSC is apparently using 2 separate centers for processing cases (with one handling April - October 2003 cases and the other handling all other cases), there's no way that a single date can be used to show the VSC's progress.
Best to go by the trackers in this forum -- we have hundreds of cases in these and these give the best idea of where things stand.
