I concurrently filed I-140/485 to Vermont on Aug 2004 and both denied Dec 31, 2004 because of "ability to pay". After filed appeals twice for I-140, I got a notice that says "After review, we have reopened your I-485 application or reconsidered decision previously issued". After 2 weeks later, I got a RFE that requested my earning statement for last two years and employment letter; but I didn't get any news for my I-140.
My question is: what is possible status for my I-140 after USCIS issued RFE for my I-485 application? Why USCIS reopened my I-485 without sending petitioner any message for I-140?
