I-140 got approved but employer not giving copy

My I-140 got approved but Employer said he is going to hold on. Why/ I do not know?

Q 1. Is their any other way I can get it directly from USCIS

Q 2. Can I change employer once I have I-140 papper and with new employer, do i have to start GC process all over again?
 
Q1. The I-140 is your employer's petition. You have no legal right to get a copy of it. However, some people report success obtaining a copy through a Freedom of Information Act request. Search for it in the forum.
Q2. You can change your employer after your I-485 has been pending for 6 month and as long the job is the same you can continue with the current I-140/I-485. You will have to file documentation about your new job with USCIS (search for AC21). If you change before that, you will have to start all over.

My I-140 approved recently. When can I file for I-485? I mean my employer. Do I have to wait till priority date gets current which is what 2003 fro EB3 category?
