I-130 Thru GC mom or Thru US Brother?

Which is the best way to petition for my overseas brother:

A) Through me as a US citizen, or
B) Through my mom whom she's a GC holder?

Can both of us petition for my brother separetely ( submitting
two 1-130 for the same person at the same time) ?

The other question I have: The application 1-130 says that
the original alien registration receipt card ( Form I-151) and
the original Certificate of Naturalization must be submitted
along with the I-130 application. Is there anyway around that?
I mean submitting a photocopy.

Your mum, his mother should apply for I130. Approval time varies depending on the category (under 21, over 21, married vs. single). Once approved, when you mum becomes a citizen, the category will be upgraded. In summary your mum's petition most likely be faster route. You, USC can still send out a dual petition, just have to check the box to say "yes" to " do you have other immgrant petitions pending?"

You can submit with a copy of either your GC or your cert of naturalization.
