You can write in "present"Hi! I am permanent resident of USA. We were married in July 2018 and now we live together in his country. I am going back to US in January 2019. What date should I write in question 60 b ?

Read the I-130 instructions to see what is needed. You need to attach a copy of your proof of permanent residency (e.g. your green card), and, since it is for spouse, form I-130A, 2 passport photos of each person, marriage certificate, and various evidence of bona fide marriage.Hi!
