I-130 for sibling

I started the green card process for my brother with I-130 back in June 2011(11yrs+), so far I haven't received any update. Will my brother be eligible to file for work permit If my brother visits me in US?

No, he will not be eligible to file for a work permit solely based on the filed I-130.
