How to get consultants with 4% margin

friends who konw please share, I have opened a company and now want to look for consultants and get business, I really don't want any margin but just 4-5% would do as I just need the turnover,

how is this possible with a new company, how the h1 for these consultants get approved, especially with H1 now being 3K vand quota almost peanuts.

any suggestions from you or who know how this can be done
