How many does does it take to get the Confirmation number from INS for H1B transfer ?

Hi, I have applied for my H1 Transfer on 10th May, 2002. Do you have any idea how many days it might take to get the Confirmation Number from INS ?
How many days it\'s taking to get the actual Transfer. Also can I start working for the New company once I get Confirmation Number ?
