HELP! GC for Father - missing marriage certificate

I am a US Citizen and would like to apply for the GC for my father. The problem is that the marriage certificate of my parents has been lost.

Can someone please confirm that affidavit from 2 persons who attended my parents marriage will be sufficient document in absence of the marriage certificate?

Are you not able to obtain it from the Registry of Marriages of the country the marriage was in?
