H4- Visa application

My employer is in the process of renewing my H1 visa. Can I apply H4-for my wife and son without using my employer's attorney? My company is charging 700 $ for my dependents and I want to avoid that fee. I made photo copies of my friends H4 visa forms I 539 and G 28. Can I just copy the relevent items and use the same for my H4 application? Has any one done it before and what are the risks associated with it. Please let me know.
