H4 to h1 converstion- Very urgent

Hi,

I am in US on H1b visa. My wife having h4 visa and she is in india. she is comming US on next month.

We also plan to apply H1 for my this year. If we apply her h1 now before she entered in US.
a) can she come to US on H4 before Oct and change to H1 in Oct?( without going to India.)?

b) If the H1 comes after she is in US on H4, has she to come to India for stamping? or can that be done in US?

c) If we apply her h1 after she is in US after 1 month(if she has I94).
has she to goto India for stamping? or can that be done in US?

Hi,
I am not sure. I guess she doesnt ve to go to india for h1. may be some nearby country only. but cant answer 1st question.

I ve a doubt too- can a H4 work as a research assistant without a work permit? do u know or get it from ur friends?
does anyone know about the procedure for how to take up research from being a H4!!? if anyone knows plaese help ASAP!
