H1B Transfer - Very Urgent. Please reply.

Hi,

I have a H1B visa valid from Oct 3rd, 2005 from Company A. Now, I have got an offer from Company B. Since I have not started working for Company A, and therefore don't have any paystubs,
a) Can Company B apply for H1 transfer?
b) Is it true that you can apply for h1B transfer only if you have 3-4 paystubs?
c) how long does h1b transfer process take? Does it take the same time as a new h1B application?
