I am currently on H1B, but considering to study in August 02. Does anybody know:
1) With the new rules since Apr 1, how long does it now takes for changing of status from H1B to F1? What are the new procedures?
2) I know that COS to F1 could start taking classes before INS\'s approval before the new rules was implemented on Apr 1, but from my knowledge, isn\'t the new rules only apply to those COS from B1/B2 to F1? Does that affect COS from H1B to F1? So does H1B to F1 COS applicant allowed to take classes while waiting for INS\'s COS approval?
3) Can we still go to Mexico/Canada for Third Country Visa application?
