H1B on american

Hello, I'm from France and I wanted to know if I can get in USA with a tourism visa and get all my papers for HB1 visa on US ground with my employer.
I want to leave for St Louis, Missouri, where can I get that done (In the case it's possible)

Technically, it is possible, but changing from B to H may raise the questions about initial intent with B visa. If you applied for H right after you enter the US with B, your petition will be denied.
If tourism visa you are talking is visa waiver, you can not change it to H.
