Is an H1B1 transfer (change of employer), when both employers are non-exempt, subject to the FY cap?
I am sorry if this sounds so basic that I should have found an answer from the gov. regulations available online. I don't think they are, but I had one lawyer assertively tell me otherwise (although she admitted she is not an H1 expert).
