H1 Transfer without Paystubs

I am currently working for a company Wipro in India. I have a valid
and Stamped H1 visa thru' Wipro.

1. Assuming that Wipro sends me to US on this H1 visa, will i be able
to apply for a H1 transfer in the first week itself after landing in
US?
(I will not have any US Paystubs by then)

2. If Wipro Doesn't send me to US, Can i apply for an H1 transfer
while i am in India itself?
What justifications will be needed for such an H1 transfer?

Any pointers on this would be of great help...

-------------------NO, to file H1 transfer you need to be in US with valid I-94 and valid H1 status

No problem, any way you are going to work for Wipro couple of months, By the time USCI process your appliation and RFE, you should have lot of paystubs. So apply transfer with no pay stubs, when RFE comes then submit your paystubs

To transfer your H1 you must be in H1 status ( You must be present in US with I 94 caveat "H1B") What justifications will be needed for such an H1 transfer?
