H1-B to F1 conversion

I plan to convert my H1-B to F1 visa. I have been told that once I file the conversion request with the INS, I can register for classes, even if the CIS has yet sent an approval notice. Can someone confirm this? What are the pros and cons of this as opposed to processing at consulate in Canada/Mexico?

I don't think that is a true statement... You will be on H1 till the time either you got F1 approval or H1 expires( you will be illegal in that case)... best way is to talk with the international students office of your University... If you will file for change of visa from H1 to F1 here it may take a liitle longer than visting a consulate... but again.. you have to go to your home country to get the F1 Visa....

To register a class or studying you no need to be F1, with H1 you can do any graduate course without affecting your H1 job.

You can work from 5 -1PM and you can go to schools and do weekend etc, there are too many graduate courses available in this format.
